So whats the deal with .68 paintballs, using normal rounding, almost all paint is .69. Why do we still call it .68? just seems strange to me.

because, most paint is .68X (X being a variable)... If you round, then I guess most paint would be .69, but that wouldn't be very accurate and would be misleading.
