Supposedly, so I've read on pbreview, that you might try going to the post office and talking to them. Apparantely they frown upon people doing fradulent business transactions via the post office.
This may not turn out to be true, but it's worth a try. Just make sure you have as much proof as you can with you. Like copy of emails, if you got some sort of receipt when you sent out the barrel, stuff like that.
In the end it may not be possible to recover your $20 because doing so would cost more than $20, thus wasting more money and time. No lawyer will sue that guy for less than 20 bucks, and if he will, you don't want him:D
