What exactly does the expansion chamber do? how does it help me? should i buy it? for my 98 custom?

An expansion chamber basically gives the co2 more time to heat up and turn into a gas. An expansion chamber is the second thing you should get for a marker (1st being a good barrel). Liquid co2 that enters the marker can cause a alot of velocity spikes, rendering your marker inaccurate.
Get the expansion chamber.
if you dont want to get an expansion chamber, you can get a anti-siphon tube installed on your tank. cheaper - more effective - doesnt make gun look cool. i'd still get an expanion chamber :P

Or you can get both, and running C02 will be very effective.

Another cheap alternative to the expansion chamber is a longer steel hose, you could wrap about 3ft of the stuff around the marker. It actually looks pretty cool if you wrap it neetly.

remotes work too, but not many people like them, i don't know why. i love my remote
