For compresed air, just get a scuba tank and an adaptor off of Ebay. A friend and I split the cost, and I think it was 130$ total for an 80 cubic foot tank. Anyway, theres a dive shop around here that fills scuba tanks, so we get it filled and we're set for a while.

I would imagine they're more or less safe... considering scuba divers wear them on their backs. I seriously doubt it would explode unless you did something to it that you shouldn't.

Does shooting paintballs at it count as safe?

It is 80 Cubic Feet, which is 11,520 cubic inches, which is quite a few fills.
