NPPL Rules indicate that only one ball may be fired for each intentional trigger cylce (pull/release). RTs fire one ball on the pull the trigger, and another ball once you release the trigger. To that, I say "NAY NAY ".

It fires once on the trigger pull, once on the release. The owner of my field was talking to me about it and she ended up gasing up her M98 and showing me. F'in fast.

from what i have heard, automag RT's are controlled, and tippmann RT's are runaways, so therefore i dont think you could use a tippmann RT in tournaments. but right now i am almost positively sure that you can use an automag RT in most tournaments, or at least most local tournaments.
