i do not have the money for a rat but is it smart to get a stock impy with vison and virt reg then later on get the rat internals?

If you can't afford a Rat, try a sophomore pack from EPBO, it comes with an LPR and Blade Trigger, and then you could just by the Rat Factory Kit later.
