Dwell Problem

for some reason, whenever i put my dwell down to its lowest point, my impulse doesnt make that clicking noise whenever i pull the trigger. the blue light still blinks whenever i fire it, but it doesnt click, it only clicks when i put my dwell up 6-7 times. Is this normal?
