An expansion chamber has chambers in it in which liquid CO2 expands. Some regulators can take liquid CO2 really well as well, but not only that, they regulate the pressure. This way each shot will be as consistent as possible. Also, when going low pressure, a regulator is needed to turn down the operating pressure. Yes, they can both be used together, however, you have to have the regulator as the last thing the air travels through before entering the gun.
