You do for 2K3's at least, and I think it's the same feedneck. Use coarse paper (something like 80 grit or maybe a bit coarser) and I just wrapped the paper around the neck and held on to the paper tight and twisted the hopper. It takes a while but at least that way you know it's perfectly even. But whatever you do, DO use coarse paper like stated above. If you don't you will be doing it the entire day-literally. I was sanding for the entire afternoon because all I had was 150. Wasn't good. Some people will use Dremels with sanding bits on there but that's not something I would do because, while it is quicker, it's possible to take too much off or get it uneven.
Edit: And there is almost no way you could snap the feed neck, either accidentally or on purpose. I have read that Oddysee makes the feednecks thick on purpose so that they have to be sanded down for a custom fit to any marker. Even with it sanded, it's super thick still, and HALOs are made of super tough plastic (polycarbonate) which is really strong and dense. Don't worry about it. Just check the fit often so you don't oversand, and it should take some force to get it in. You should have to twist it to get it in but not be like pushing your whole weight on the hopper.

Yes, and as in my above post 80 grit or slightly more coarse sandpaper. What I didn't say was get some super fine paper (400 works for me) to smooth it out when you are done. I have no idea if that helps anything or not but I did it.

For a while. And when putting it in or taking it out of your marker, twist clockwise.
