Can I use 12 Gram CO2's with the VTL? (I am getting it for x-mas) If not, where can i get CO2 tanks filled?

Nope you cant use 12 gram canisters for piranhas. If you dont have a local field that doesnt fill up c02 tanks try a scuba shop or an air place or something..
