Anti Siphon Illegal?

I just got back from I&I sports. I wanted to get my tank antisiphoned, but the guy behind the counter said it was illegal to get your Co2 tank antisiphoned now. Is this true? (I live in California)

I never let Joe average touch my tanks, I always take them to a qualified place like a fire extinguisher filling place, they know how to handle tanks properly and put them back together so they don't fail.
