I have a chance to buy a Palmer's stabilizer with co2 for my 98 custom for about $100 (with VA). I also at the same time have a chance buy an HPA tank (47ci 3000 psi) of good quality for about $60. I wanted to stop my velocity spikes, but the HPA is cleaner and more consistent in general. If I am on a limited buget, and cannot purchase both, which one should I purchase? Thx...

I would talk the guy w/ the Palmer down a bit like $75-$80 and go for that. The HPA will work good but your stock 98 shoots at 800 psi so a fill will only last a game or so. But w/ the palmer set up you will get almost no spikes and will have a head start if you ever want to get a LPR Kit then you could go HPA. So I'd say go Palmer. :D

if the plamers has a vertical adapter(va) it is worth the 100 bucks, but try and talk him down. just get ur co2 tanks antishiponed. look into largher tanks later

Neither. Get a used 68/3000 tank. You can find them on ebay all the time for around $80 with around 2 years left on them. I would choose that over either the of the options you listed.
