For CO2 only:

An expansion chamber allows the liquid CO2 to expand to a gaseous state for the gun to use. Liquid CO2 in your gun is not good and will wear out seals and cause velocity spikes.

An anti-siphon tank has a tube in the tank from the valve and it is bent upwards towards what will be the top of the tank when it is mounted on your gun. This tube will help prevent the gun from getting any liquid CO2 in from the tank because the only the gas will be able to enter the tube as the liquid CO2 is at the bottom. It seems more complicated than it is, really.

Personally, don't bother with an expansion chamber and get a regulater. Anti-siphon is usually a good idea either way.
