Well, my friend just got his new B2k4. He went to adjust his HPR, but the factory set it at like 700psi, so he took the tank off and unscrewed the adustment screw a few turns and then screwed the tank on it still says 700psi. He doesnt want to shoot it because he thinks he'll blow his noid. Would adjusting the screw far out (lower pressure) then shooting it bleed the extra pressure off? Sorry, this is my friends first time with HPR's.

adjust the reg almost all the way down, if that doesn't lower the pressure then take the reg appart and lube everything. also check for any damage or crappy parts. then try it again with the adjuster nearly all the way out.
if none of that works i'd send ICD a nice email *****ing them about a ****ty product and asking for a free reg (if you send that one back)

Sometimes the regs get stuck, if you lower it all the way and shoot it will register the change, same thing happens in mine when I turn it down, it will be fine.

but, would that shoot be at 700psi like the guage says, will that blow the niod?

the air pressure that comes through the HPR is brought down to like 80 PSI or so by the LPR (the reg on the very front of the the gun). your main risk of gassing your gun up with a stuck HPR is destroying the o-ring or piston in the LPR, which will cause a 700 PSI 'tidal wave' of gas to bleed to the noid, blowing the living daylights out of it.
i bet the gun won't even shoot if you pull the trigger because the cup seal has too much pressure to open. if you do fire it though at 700 PSI you might bend the valve pin by squeezing it between the cup seal which is completely imobile and the hammer which will come forward and smash it.
EDIT: the moral of the story is that if you gas it up and the HPR still isn't working, degass it imediately.

Its not at 700psi. The gauge doesnt read the change and its stuck at 700 psi. If you turn it all the way down and shoot it all it will do is shot the gauge down to 200psi or under.

Alright cool, that's what I was hopeing for. So, i can tell him to lower the pressure by the adjustment screw, (back it out all the way) and fire? Just wanna make sure.

he should degass it, adjust the reg, then regass the marker. if he doesn't degass the marker there will still be 700 PSI after the HPR...

unscrew the HPR screw almost all the way out, then gass up the marker. (de gas it when adjusting it)
