That should be a link to the max-flo manual. If it doesn't work (I'm an idiot at posting these link things) just let me know. As for the loc-tite, if you really wanna get rid of it, you could get a hairdryer to hopefully loosen in – but MAKE SURE you are not trying to take something apart that should not be disassembled!
I must caution you, though, as if memory serves, your reg might be leaking out the PRV (someone please correct me if im wrong- my impulse days are sorta hazy). If this IS the case (which it quite possibly is not- I haven’t stripped a max-flo in a while and I only vaguely remember the design) you might not be able to fix it yourself.
I would advice taking apart the reg and re-lubing everything (as per instructions, of course) with a light coat of Dow-33- if this doesn't stop the leak, let us know.
Sorry to not be of more help, I just wanted to post to give you a link to the manual and some (slightly) educated opinions.
Good luck! :)

I did download that manule (off of the Impulse FAQ site), and the reg in the picture looks nothing like mine...
I have two shops close to me, if no one give any help (aka, if there stumped) I can take it there.
edit: uhh, sorry for sounding like sutch a noob, but whats Dow-33?

Dow-33 is lube for your impulse. I don’t know what you use to oil the gun up now, but whatever it is; I would quit using it and get some Dow-33. Using the wrong oil can be a very big deal.
As for the manual, even though the reg in the picture does not look exactly like yours (I'm assuming that the bottomline max-flo you attached in the pic looks like yours) the internal set-up is the same. As such, you should still be able to disassemble the reg, clean it, and relube everything as per instructions. DO read the manual, however, as you are NOT supposed to blindly lube every part in the max-flo - only certain things need dow-33 (if memory serves).
The more I think about it, however, the more convinced I am that your PRV is leaking. (Someone who has dealt with impulses more recently, PLEASE chime in and correct me if I'm wrong)! If your reg is leaking from the PRV, it is most likely something you will not be able to fix yourself. If you do not feel comfortable disassembling your reg or you do not feel you have the tools for the job, I would strongly advise you to take it in to a shop and see what they can do for you. Max-flo regs are not too complicated - i.e. the shop should not have a problem fixing it. If it were me, I would simply give the gun to a shop you TRUST if you don't feel comfortable trying to fix the reg yourself- as it is easy to cause even bigger problems if you are not sure what you're doing.
Anyway, I'm sorry I couldn't be of more help, but I really don’t know what to tell you. If you feel comfortable disassembling the reg (using the manual for reference) I would do so- and clean and relube everything as per instructions. If not, give it to a shop.
Just my .02. ;)

If the maxflo is leaking out of the brass thingy in the picture you posted a link to, it is the prv. prv stands for pressure release valve, and is on the reg, or gun, to vent pressures exceeding 200psi, so the solenoid doesn't get damaged. Either you're input to your impulse is to high (more than 200psi), or you prv is broken. call sp, they have new ones for like 3$. good luck.
if it is just leaking out the prv, no cleaning is nessisary, unless the new prv also doesn't work-which would mean you need to thoroughly clean and or replace the seals in the maxflo because it isn't regulating the air down properly.

Ok, I took it to my local proshop and the PVR was doing its job, By that I mean I has the pressure up to high.
I didnt know loosening the bottem thing (under the PVR) would fix it.
The pressure was up around 100-150 PSI, that was way to high, now its at around 40 PSI.
whew, now I'm problem free! yay! :D

ummm.....what? you should run the gun at 150-180psi. 40???
and yes, it's the prv. i have two extras if you want one.the guage below it should read 150-180psi. if it is and still leaks, you have a dent or something in your prv that causes it to leak and need to replace it.
