just one question:

(this may sound like a noobish question, but here it goes)
if i have a .689 barrel, and i use .690 paint, will that cause a huge affect?

thats about right. a .002-.003 difference is where you really wanna watch it. say that you have a 688 barrel and are using 690 paint....that would be kinda iffy.

edit- though if the paint is dirty, or badly out of round, its prolly gonna give you a break or two.
