Open and closed bolts refer to the position of the bolt before you pull the trigger to fire the paintball. In a open bolt marker, when you pull the grigger the bolt moves forward and puffs air at the same time as to cushion the ball and fire it out. It's been said this causes turbulence and affects the paintball's accuracy. A closed bolt is argued to be more accurate because it doesn't move forward, but in my 1.5 years of experience in the sport, it has more to do with the barrel than the bolt position. A good barrel on any gun with give you relatively the same accuracy.

Open bolt blow back:
Bolt is at rest in the open position.
Trigger is pulled, bolt and hammer lunge forward powered by the main spring.
Hammer smacks valve pin, air pushes ball, air blows back hammer and valve.
Repeat.

Open bolt blow forward:
Bolt is at rest in the open position.
Trigger is pulled, valve is opened, bolt is propelled forward by the air from the valve.
Bolt fully closes, air pushes out ball.
Main spring returns bolt to the open resting position.
Repeat.

Closed bolt:
Bolt is at rest in the closed position.
Trigger is pulled, hammer smacks valve pin, air pushes ball out.
Something pulls back the bolt, and resets the hammer. (can be A/C pneumatics or pump rod, or something else)
Something closes just the bolt.
Repeat.

Electros:
Most are rather different and I don't feel like getting into them.
