Expansion chamber - Usually a front grip, that has a lot of empty space in it. This allows liquid CO2 to get in there, pool up, and expand so that only gas gets into your marker. This improves your consistency and efficiency as well as keep your marker from getting hurt by liquid CO2. Does nothing for nitrogen or compressed air.
Regulator - Regulates the gas. That is to say that it takes in, and through the use of springs makes sure the output of the regulator is an exact pressure. This makes your gun much, much more consistant and efficient and a good CO2 regulator [like Palmer's Stabilizer] will keep liquid CO2 out of your marker.
(you can ask me how it works exactly, but it's long and detailed and I won't bother unless you really want to know)

Expansion chamber- Helps expand the co2 from a liquid form to a gas form (liquid form would harm your internals of your pb gun
Regulator- Helps for better consitency, which improves accuracy and tighter groupings..
Thats the basics of what they do.. i would recommend a regulator!:D
