Question about a 12V REVY i really need help guys

Ok so i just bought, off of someone, a 12 v revvy, and do you need both bateries for it to work? or what because the kid had a paper clip underneath one of the batteries, and he said that the second battery is there just in case, which is really bothering me, please let me know

there has to be 9v batteries in a 12v revy to operate, if there is only a spot for 1, its a 9v . . .
