I just saw on ebay some rec grade balls for like 15 bucks for 2000. Has anyone ever bought cheap rec grade paintballs off ebay? And were they even worth 15 bucks? I might get a couple cases just to have to shoot whatever with or to practice with.

This is what I would recommend looking at if you need a lot of paint. Look for First Call Paintball's listings for paint on eBay. Some of it is older stock, but most of it is new. You can get quality Zap paint for about $27-32 a case.

I would not recommend buying paint from EBay. My very first time, I decided to be cheap and buy 2 cases off EBay. I even bought it from a reputable store. But when the paint came, every bad had at least one broken paint. and I had to take the time and effort to clean each and every single bag. Not worth the hassle just to save a couple bucks.
But am I discouraged from buying paint online? No. I buy from PBGear all the time (free shipping over $100) and I've never had a broken paint. I buy a lot of boxes at time, and they're very secure about packing their paint and making sure you don't get any broken balls.
Edit:
Or even better. If your local store or field has the same paint for a couple bucks more, why not just save the trouble and buy from them. You're not only saving yourself more work, but you're also supporting your local store/field.

I am sure with that the $15 plus the shipping the paint is going to cost $30+. At that price you can find some decent paint at a local shop.
