ive been looking through the threads for the past couple of minutes and i noticed someone put something about stabilizers and regulators. im not a noob or anything, but will someone explain to me why these things are important.

also i have a 98 custom. ive been thinking of putting a x-chamber on it and a new front bolt(hyper-starr) would a stabilizer help any.

Skip the bolt. New internals do exactly ZIP for your marker. Many aftermarket bolts actually make the marker's performance worse!
A Stabilizer would go in the same place as your X-chamber only it'd be far more effective. Stabilizer is the name of the regulator produced by Palmer's Pursuit Shop. It is one of the finest regs on the market for both CO2 and HPA. If you intend to run CO2 you'll need to get it anti-siphoned first, check the air systems forum stickies for exactly what it is.

I thought one the stabilizer was one of the only regs that could handle CO2 without a syphon. also, doesnt palmer make all of their guns as capable on CO2 as HPA.

I have no idea whether or not Palmer's guns are specifically made to run on either gas, it wouldn't surprise me. They haven't introduced a new design in quite sometime. Only the Blazer would be suspect for not using either gas effectively.
As for the Stab on pure CO2, for the extra $15 bucks an anti-siphon line costs it's better to be safe than sorry.

Palmers actualy recomends the Stabalizer be used in conjunction with an anti-siphoned tank if you read the pamphlet that comes with it.

Anti-siphon is better with any regulator, but Palmer regs handle liquid CO2 better than any other regulator on the market. We sell Palmer stabilizer kits for M98, A5 and Spyder. Everything you need to hook one up all in one kit.

If by "handle liquid CO2" you mean they don't break when exposed to it. Then yes they can handle liquid CO2 just fine. But they are just as inept at keeping liquid CO2 out of your gun as an expantion chamber.
If you want the consistancy, without the liquid, anti-siphon is a must.
