i was wondering if the rufus dog bolt is able to attach the cyclone to it

The RD bolt is a waste of money in the first place, as is every other replacement bolt or powertube that is available for the 98 Custom or A-5.

Unless your current powertube or front bolt somehow got ruined there is no need to waste money replacing them with an "upgrade" package that offers no real gain in performance.
