Well you have hpa and reg so as far as shot consistancy goes your set.

Just lube your reg, make sure all it's o-rings are all right and wait for the break in period to end. How consistant does he want his gun to be?
I have been shooting a/s co2 through a palmer's male and never been happier with consistancy.

There's really no upgrade I can think of that will help, so he might have to accept the consistency he has now. Just do maintenance like Morgan said and have him enjoy his A-5.

With that set-up his a-5 is about as consistant as you can get one. Maybe try different balls thats the only thing i can think of.

As already mentioned, the HPA and reg are the main ways to improve consistency. The only thing left is to shoot good paint and make sure you have a good paint/barrel match. Find paint without dimples or flat spots, then make sure it fits your barrel. A good fit is one that you can put into your barrel without it rolling out, and then blow it out with your mouth (like a spitball) and not bust a lung trying to get it out.
If all that's in place, and he still has consistency issues, make sure the o-rings are in good shape, well lubed and the marker internals are clean.

Everyone here is missing a MAJOR thing. It's called POLISHING YOUR INTERNALS. I have done this myself, have seen other people's guns who have done it, have heard about it and so I'm attesting to how helpful it is. It is extremely low cost and is extremely effective. I'll lay out the steps and things you need.
Needed: 000 or 0000 Fine Steel Wool (can be bought at Sears or any hardware store)
WD-40 (hardware store again)
1) Take your gun apart completely, I would suggest also taking off the Cyclone, but it isn't completely needed (you may get bits of steel wool in it, and it will be awkward). Follow the manual if you've never done this before or ask others if you encounter problems. You will only need the two receiver halves for this (if you want, you can polish the bolt too, I did)
2) Lay out newspaper on the ground or floor (I would suggest outside, but it is cold right now)
3) Take your steel wool and run it along where the bolt moves. If you want, run it along all the grooves wherever there is movement, I've polished front bolt area and everything. Move in the motion that the bolt makes along the groove, not up and down.
4) Continue doing this until you can see the bare unpainted metal shining at you. When you started, the metal was rough and provided more friction and resistance to your bolt, resulting in more air needed and surprisingly, less accuracy. When you finish, you should have a shine, or at least run your finger along the groove and make sure there is no resistance.
Optional: Polish your bolt, I think this helps a bit as well, especially if it is scratched. I did this along with the receivers so I haven't tested them seperately.
5) Wash off the receiver halves to get off most of the steel wool bits. As long as the recievers are dried, water won't hurt them. Take your WD-40, spray it into a paper towel and rub it along the area where you just polished. The much finer bits of steel wool will come off now, and the WD-40 will prevent rust.
6) Put gun back together and you are ready to go!
Benefits of this "mod": My accuracy increased, as well as my consistency AND velocity. The bolt encounters less resistance as it travels, and has a less irregular path along the inside of the receiver. This all totals up to a MUCH better performing gun. It's probably the best mod for its cost.

You will encounter no difference in efficiency... since when does the consistancy of blow back gas effect accuracy?
