I've been wondering this since I first started posting, and I think I've finally got it figured out.

IMO ~ In My Opinion

up ~ I think people post this just to keep the thread near the top of a list, so more people will see it and respond. Threads are listed by most recent response.

and up just means the person is bumping up to thread to the top so someone can see it.
