Are closed bolt markers more consistent than open bolt markers cuz of the design?

No. An autococker is no more consistent than a Matrix or Intimidator if they all have comparable regs, paint, and barrels.

Same goes for accuracy. Tom Kaye proved this a while ago.

Nope. The position of the bolt is irrelevant to the consistency of the marker. It may have a different feel to how it shoots but the consistency is determined by the ball/barrel fit and the capability of the regulator.

Exactly, if you have an over-sized barrel and an under-sized collar before the barrel, you've got all you need. It uses more air than a standard gun, but it's the most accurate thing going hands-down.
