What kind of air?

Would a mini run better on low pressure or regular hpa? and what diiference does low pressure make?

It will work just fine on either.

Low pressure air would cause less wear and tear on the reg seals. The LP air system reg will also function for an extra 400psi or so over the HP reg, making for a higher percentage of the available shots being dual regulated, and as such, more consistent. 400psi's worth of shots isn't a whole lot though, so not a great deal to worry about.

Most people prefer to stick with an HP output tank to ensure that they don't get any shootdown.
