on the inside of tghe feed neck there is a ridgejust after the hopper stopper and the part that goes on the gun. if i lightly sand this will it increase the flow of balls by 1 or 2 bps?

You can certainly try, however, I doubt it will help that much. Your best bet at increasing bps is using an agitated or force feed hopper.

Also, a tip: If your feedneck wobbles (I haven't seen any that don't) you can wrap a rubber band around it where it touches the side of the marker and that stops it from wobbling. You may have to double or triple the rubber band and you can also use an o-ring, however I think you need to get them from a hardware store because no o-rings for markers are big enough. The o-ring lasts longer than the rubber band but the rubber band is more convenient in my opinion.

What kind of hopper are you using? If your using a gravity fed hopper, balls jaming in the hopper will slow down your feed. Providing you don't have jams, in a gravity or agitated hopper you should get about 12BPS. Faster feeding needs a force fed hopper.

You could drill a few holes in the feedneck to vent back pressure that normally pushes the balls back up.

Or you could get one of those gravity hoppers with the weird internal baffling that's designed to use the blowback going into the feedneck to unjam the hopper. It's supposed to act like an agitated hopper, but without any batteries. If forget what it's called, but it's out there. I kinda wanna say it's made by Allen paintball, but I'm probably wrong.

Sanding wouldn't do anything. The feedneck in this case doesn't really have anything to do with bps. Its the hopper. So the answer is no. Obviously the best thing to increase bps would be to buy a forcefeed hopper.
