Im looking for a paint with a durable shell that will rarely chop. With a budget in mind, what are the best paintballs in terms of shell durability?

This depends how far you need to go and why really. "Most paints made in Asia" would be your answer. Back in the early day’s manufacturers in Canada would use Bovine gelatine for the shell but soon discovered Pig gelatine breaks easier and tends to leave less bruises or break less goggles  However Bovine Gel is a lot cheaper and more readily available. (long story to do with Asian/Western diet). It is Bovine Gel used in the majority of Asian plants and where they also have to dry the shell too long rendering the paintball tougher.
Remember also any Paintball that is warm or has picked up atmospheric moisture is also more pliable and less likely to break. Therefore just keep your bag open and leave it in the sun and you will have your unbreakable paintballs.
The misconception is often people using the word HARD to explain a paintball that does not break when generally SOFT is the state most paintballs will not break and hard is when they become brittle.

I've had good luck with Diablo Heat. Stinger paint is also pretty nice for the price and has a thick shell on it. A more expensive option would be Marbilizers, that stuff is pretty hard but is more expensive.
