Soft armor alone will stop shrapnel and 9mm round direct hits and /w plates will stop 7.62mm. Vest is in new condition and comes with throat protector, collar, and groin protector. to buy from a retailer direct is illegal, but buying from someone else isnt. As long as the person from service/law enforcement background. I have family in law enforcement that i can buy some from if i had the money for it. Not a bad price either since most front and back panels without anything run 1300+

its only illegal to wear if you are commiting a crime where its then a felony to have on
