Read the FAQ.

But as fast as your hopper can load and your finger can pull.

the max is 18bps says smart parts, that is not recommended though due to the fact that most hoppers can't shoot that fast

It's odd on stock impulses. On my impulse, the Trigger pull is not long AT ALL. It switches the board to shoot after a lil more the a millimeter. After that though, there is about, well a long ways of just nothing. But i find that if i just "wiggle" the trigger, i can attain an insane ROF.
But, my friend's impulse's trigger is totally different. It has a long trgger pull for an electro. It takes it almost all the way back to shoot. But if you make the first shot the full pull, then not totally release the trigger, you can attain a really high ROF. (Like said in the pbstar.com review) It may take getting used to.
But you can always buy a 25-30 dollar trigger and adjust to a mouseclick. So, in conclusion, The impulse can attain a ROF just as high as any other electro. As far as the trigger, the stock trigger can outshoot a 12v revvy if you get it down. Every gun's trigger is different.
