What is the best o-ring material for N2 tanks: Urethane or Buna/Nitrile? Please respond and say why.

I don't think you can make a comparison, as the 2 types are used for different types of o-rings.

You can get either type for CO2/HPA tanks. I wanted to know which is better for this application.
