I think paintballgear.net explains it best with this:
"One of the most overlooked aftermarket accessories, a regulator can be very beneficial whether your paintball gun aftermarket regulator can do as much for your gun's accuracy as a barrel will. So what does a regulator do? Using extremely complex quantum mechanics algorithms we have figured out that a regulator regulates. Regulates the ingoing pressure to your paintball gun that is. Your paintball gun's velocity will be more consistent. This can do amazing things as far as accuracy is concerned. Ever notice how you pull the trigger, and the ball falls too short, only to find on the next pull the ball went too long (or even shorter). Your shot to shot accuracy will be much closer allowing you to hit what you are aiming at. An added bonus is for your tournament players too, is it decreases the chance of your gun's velocity spiking. If you are trying to make your gun low pressure, you cannot do it without a regulator. What a regulator does not do is convert liquid CO2 to a gas, so it helps a lot if you use an anti-siphon bottle if you run CO2. This is not necessary but can prolong the life of your regulator's seals. Now to disappoint all of you gauge fanatics out there, if you put a gauge on one of our Air America regulators, you will just be reading the pressure in your CO2 tank. A gauge will not tell you how much CO2 you have."
