difference between fillin 3000 and 4500 psi HPA tanks

there is a scuba shop that fills hpa tanks. my friend has a 68ci crossfire 3000 psi. and is there a difference between filling that to a 4500 psi tank.

you need a different tank to be able to hold 4500 psi, and you can't fill that with a standard scuba tank. and also you get 1.5 more shots off the same size tank if you get a tank that can hold 4500. the only thing is most places can't fill 4500 psi so for most people (like me) it would be a waste of money
