I'm going to buy a 98 custom soon and was wondering if it would be worth it to get a regulator. If it doen't need a $100 regulator, should I get a tippman ex. chamber?

Also, about the female stabilizer, does it make your bottle stick out more? I was going to get a 10" 9oz or 16oz bottle, and I don't want to have to get a drop forward.

it won't stick out much farther, but a DF certainly does help most guns w/their balance and general feel... unless you've got long arms, then you might not like a DF, but it's all personal pref.
ANY gun can benefit from a reg, and palmer's are GREAT for CO2 use... running anti-siphon would help, too, or at least have the stab angled up, to minimize liquid getting into your reg. (LAPCO wedge will do the trick if you don't want a DF)

I dont think it will make your bottle stick out more. But as you start playing alot and consider tournies you will CRAVE a Drop forward, beleive me. I think Regs are a better buy than X-Chambers because X-chmabers dont really help with consistency. I would get the M98 LP kit they make. It comes with a reg.
