what exacty does the gauge on HPA tanks measure?

Depends, sometimes there are two guages. There is always one guage, and it always measures tank pressure. If there is a second guage it will measure output pressure.

Ok then i guess on a preset, it measures tank pressure right. Does this gauge decrease as you shoot? showing you how much shots you have left in relation to PSI right. or does it stay at 3000psi (if it's a 3000psi tank) and measure recharge rate?

(the one that goes up to 5k) tells how much in tank
(the one that goes up to 1500) tells how much is going out
