The Ricochet Apache box has always stated that it fed 20bps, even when the loader was first introduced, and only actually fed an average 16bps. They printed the boxes in advance with the speed that they were trying to get the loader to feed, before the development of the loader was finished. The loader was found to be unreliable at 18bps, and they had to reduce the speed to make it work better, but the boxes had already been printed.
The 2K5 upgrades added 2-2.5bps, for an average loading speed of 18bps (these speeds relate to drop tests mind you, so the on gun speeds are likely to be lower), but the boxes still say 20bps, as the box design hasn't been changed. The loader may achieve a maximum feed rate of 20bps in a drop test, but the average would be lower.
It's just like a battle zone, you got a bottle and you're on your own.
Gotta be a Scotch or a Kamikaze, none of those other weapons will faze me.
Hundred, hundred, hundred bottles on the wall, you wonder if you can drink them all.
Got to go home by 1am, the bottle wins the battle again.
