well if its one of those super high flow bolts, you may have to crank down the velocity maybe 15 or 20 fps but thats about it.

You wouldn't touch the IVG, you'd lower pressure.

You'd sweetspot the reg. for best consistency and efficiency.

But still, lowering pressure or adjusting IVG does not involve timing. So, the answer is no.

assuming he is upgrading from a stock bolt this would not be true

Exactly Put. Anyways, I had to back out my cocking rod knob when I got my new check-it bolt. Considerably larger than my stock, just a thought. You might have some fiddling to do, hopefully not.
