Uziel!!!! I need you babe =p
Ok been awhile since I have been here but anyway to the point.
I have a halfblock 04 prostock with a Turtle innovations sled and bolt, Stock 04 Prostock front pnues and stock internals. Now the problems are that the gun will not crono over 220 and chops like the sweet almight due to the bolt not fully cycling alot of the time. What is my problem. LPR is set to full cycle of bolt in classic mode.

May seem simple, but if you've got a straight pump arm, it could be tightening or loosening to the improper length.

Sorry, really bad cold, headache, sore throat, fever, not thinking too straight, so no promises.....
First things first, can I confirm that we are talking about an e-framed Autococker?
While waiting on that response, I would agree with Corrupted; pump arm length on a halfie will dictate how far the bolt moves back - make sure that the bolt is clearing the breech. Not too far though, or a second ball may try to load.
Loader function good?
Ball detent working correctly?

If it is an electro, could you specify which frame? SF? E1? E2? Race?
Standard valve setup or MQ? If standard valve, is it recocking on every shot?
You say that the bolt isn't cycling all the way, but what do you mean by that? In single shots, as in not rapid fire, the bolt cycle shouldn't have much affect on chrono speeds unless the bolt isn't long enough and not sealing the breach which would give you massive blowback. Either that or the bolt is opening too early, which would again result in blowback up the feedneck. If electro, you can take bolt cycle out of the equation by unplugging the cocking solenoid (turn off frame and remove battery before unplugging).
Double-check the bolt fit. Turtle bolts aren't exactly manufactured to exacting sizes. If you have an undersized bolt, a lot of air may be escaping and not propelling the paintball.

Im gonna go ahead and say its a bolt problem, not much else would cause severe chopping like that. the bolt when forward should cover the feedneck hole, and when back you should not be able to see the front of it.

It won't fix the chopping problem, but have you sweetspotted the reg?

Eye functioning correctly?
If so, try reducing the eye sensitivity or increasing the eye delay.
If the paint you are using is very reflective, the eye may be seeing the ball too soon and closing the bolt before it should.
Taking in to account we are talking about an e-frame, it is also worth changing the battery - the eye function is often one of the first things to start playing up when the battery is low.

OK, half way there.
Are you using a standard valve? mQ?

Well, at this point, mmm's comment about sweet spotting the reg pressure comes in to play.
You may need a lighter valve spring or heavier hammer spring.
Don't know what you have for a hammer, but if you are using, say, an Extreme Rage titanium hammer, you may want to switch back to a steel one.
Good paint to barrel fit will help.
Electronically speaking, you may need to increase your cocking delay.

I had been attempting to use a Dark Horizon titanium hammer on one of mine, but I could never get velocity over 240, at least not reliably. I was able to get spikes as high as 265 or so, but the consistency was in the 240 range. That's great for night or indoor play, but that's not where the marker is used. I ended up having to put the steel hammer back in.
