The maximum achievable rate of fire can be adjusted via the boards "rate of fire" adjustment. It doesn't actually adjust the rate of fire directly - instead, the adjustment controls how long the marker waits between shots. Due to this, it is often referred to as the re-charge time, as it gives the air pressure in the marker time to recover before the marker can be fired again. Increasing the time between shots has the effect of lowering your rate of fire, reducing the time between shots increases the potential rate of fire.
So, you can cap the rate of fire yourself by adjusting the board, but there is no preset 15bps cap.

There are boards that offer more modes than the Virtue for less money, without any loss of performance. Some also have added features. Look at the Predator board or the Nox Unleashed board, or wait for the M7 version of the Tadao board to be released.
The stock Nerve board is normally quoted as having a rate of fire capped at 24bps, in either semi auto or ramping modes (the only two modes the stock board has).
The quality of the marker isn't a suitable question for a thread dedicated to boards.

First off I just want to say thanks for all the info on the different boards. I am still confused on what to get and want a little more help. I just want a board with stronger eyes and faster ROF than the stock. Any suggestions???

I would suggest having a look at the new v10.0 Predator Ghost board. Predator are well known for their reflective eye logic (for instance, making the HALO B fully compatible with dark coloured paintballs with their Cheetah board), and the board has 20 step eye sensitivity adjustment.

The Nox board is good, but has no eye sensitivity adjustment. The eye logic is however meant to be better than that on the stock board.
Tadao would certainly be worth a look when the M7 firmware is released, but I wouldn't personally buy the M6 when there are other boards available with more features at around the same price.
The APE Shocker board sounds promising, but it's only just been released so I have no experience with it. However, according to the instructions at least, there does not appear to be any sensitivity adjustment available.
Right now, I'd stick with the Predator or Nox.

There are boards available that cost less, give you more modes and features, and are just as adjustable, as well as having lifetime warranties.
The Virtue boards don't justify their cost when weighed up against the best of their competition. In many respects, you're paying extra for the name without getting any quantifiable advantage.

And For us that haven't caught up to the times:
Shocker DS Board 4x4:
has Dome switch, not microswitch.
used Dip Switches to set timing.
Adjustable 8.75-11.25bps
Has low battery LED, on front.
No on/off switch.
Uses smart parts proprietary battery
Shocker DS Turbo:
Same as 4x4 board except the dip switch can also engage turbo mode.
Turbo mode is capped at 9bps.
Shocker DS s/f board:
same as 4x4 except, has toggle switch in front with 3 positions.
full left was 3 shot burst, middle is semi, and right is full auto
S/F modes are capped at 10bps
Shocker LS 4x4 Boards:
These use a lighter microswitch.
These have two pots that control timing.
These have one pot for ROF, asjustable 9-13bps
These boards have an on/off switch, on the side of the board.
There is an LED on the Side that blinks when fired.
Shocker LS Turbo:
same as LS except has a turbo switch on the front
also has a pot to control turbo speed 6-9bps
KM2 Glacier boards:
available in 2 versions normal and AT for advanced timing
Has power switch that is in front (same location as S/F switch or turbo LS)
Normal uses dip switches to set timing
AT uses dip switches or trigger pulls to set timing
Rof mainly limited by physical limitations, expect 11-13 max
KM2 Morlock
Universal but, popular in shockers.
Must use dual solenoid version
timing controlled through trigger pulls
uses 9v battery normall unlike other boards
Supports breakbream or reflective eyes
Physical limitations place max rof 11-13bps

Also since the 10.4 code has been released for the Predator board it is not only compatible with SFT and NXT but it also has 16 Firing Modes. As opposed to the previous 14. One special for shockers... YAY!!!! Just thought I would update a little... I will be sending my board n for the new code in about 1 month after I get back from Disneyland (dont want the board to sit in my mailbox the whole time.

I would personally place those as follows: -
Nox > Tadao > Virtue
This is assuming M6 firmware on the Tadao board - when M7 Shocker boards are released, it will be pretty much equal with the Nox.
The Nox boards mode and feature set puts it at the top, no question. Between the Tadao and Virtue, I just prefer Tadao. If I was looking at something specific to base my choices on, say number of fire modes, then I might have to give the Virtue board the edge over the Tadao in some categories. However, once the M7 version of the Tadao board is released, it will leave the Virtue board behind.
