so what if I want a pciture and theres 3 other pictures on that same page? Can I not post that picture? And what if I have the pciture but I dont have a site for it can I still post it?

Resizing an avatar (note: this does not work on animated avatars)

Step 1: Open the pictureyou want to resize into an avatar in "Paint", a basic image editor, standard on any windows computer

Step 2: Use the tool highlited and select the part of the picture you would like in your avatar.

Step 2 continued: notice at the bottom right of the paint screen, there is a series of numbers. This shows the size of your highligted picture. To be an acceptable avatar, it must be 60x60 or lower

Step 3: Now, take the highlighted box you have and grap the coner with the cursor. Resize it until it reads "60x60" or lower at the bottom right.

and wala! You now have an avatar suitable for a PBR upload.

not for an avatar, no. You have to save it.

And iron im talkign about posting a picture. I have a few saved but I didnt get them from a site i upladed them from a digi camera. How do I post them in hyperlink form thing?

They have to be uploaded to a website to use the img tags.
